Pre-determination hearings to take place on proposed major developments in Kincardine and Mearns

Pre-determination hearings will be held to discuss a number of major planning applications in Kincardine and Mearns from next week. (Monday, January 18)

In Stonehaven, applications include a mixed-use development at Mains of Cowie, a supermarket at New Mains of Ury and a golf course and housing development at Ury Estate.

Also in Stonehaven is a proposed mixed-use development at Mill of Forest and a commercial development, including a supermarket and petrol station, at Ury Estate.

Another hearing will cover an application for a new sustainable community at Park Quarry, Drumoak. Please see below for further details and timings.

A pre-determination hearing is a formal process allowing those who have already submitted valid representations, as well as the applicant and consultees, to express their views to Councillors before any decision is taken.

These hearings are not public consultation events.

Site visits will take place before the meetings and information will be available on the Council’s website.

Councillors will look at the relevant site, but will not hear arguments for or against the proposals during the visit.

Although no decision will be made on the applications at the hearings, it will be minuted and all points raised will be placed before the Kincardine and Mearns Area Committee when it discusses the applications.

A report on each application will then go to a meeting of the Full Council detailing local views, where councillors will be asked to determine each application.

Copies of reports to be presented at the hearings, letters of representation received and pre-determination hearing procedures will be available from the Kincardine and Mearns Area Office a week before each hearing.

The relevant applications are:

APP/2015/3324 - Mixed Use Development Including Residential (up to 250 Units), Community Facilities, Primary School, Retail (Not Exceeding 4000 sq m Gross), Petrol Filling Station, Means of Access and Related Infrastructure & Landscaping at land at Mains of Cowie, Stonehaven.

Site visit will commence at 3pm on Monday 18 January 2016 followed by the hearing, to be held at Mill O’ Forest Primary School at 6.30pm.

APP/2015/2094  -  Erection of Retail Class 1 Supermarket (not exceeding 4,000 SQM GFA), Petrol Filling Station (Sui Generis) and Associated Access, Infrastructure and Landscaping at Land At New Mains Of Ury, Stonehaven.

APP2015/0541 - Proposed Nicklaus Golf Course and Enabling Housing Development (90 No. Dwellinghouses) with Associated Roads, Infrastructure & Landscaping at Land At Ury Estate, Ury, Stonehaven.

Site visit will commence at 2pm on Wednesday 20 January 2016 followed by the hearing, to be held at Mill O’ Forest Primary School at 6.30pm

APP/2015/3696 Proposed New Sustainable Community Comprising 1,500 Dwellinghouses, Village Centre, Community Facilities, Employment Use, and Supporting Infrastructure at Park Quarry, Drumoak. 

Site visit will commence at 3pm on Wednesday 2 March 2016 followed by the hearing, to be held at Mackie Academy at 7pm.

APP/2015/3583 - Mixed-Use Development Including Residential (500), Employment and Retail (Classes 1, 4, 5, 6 and 7) Land Uses with Landscaping, Formation of Bridge, Roads, Cycleways and Paths and All Other Associated Engineering Works at Land At Mill Of Forest, Stonehaven.

Commercial Development comprising of 3,750m² supermarket, petrol filling station, 50 bedroom hotel and restaurant with associated access roads, car parking and landscaping at land At Ury Estate, Ury, Stonehaven

Site visit will commence at 2pm on Wednesday 9 March 2016 followed by the hearing, to be held at Mackie Academy at 6.30pm.
